Four Snapshots from this week's pipeline. One we like, one we'd walk away from, and two RFIs that reveal where an agency may be headed next.
✅ The one we like: USAF 638th SCMG Logistics Support (FA853826QB001)
This is what a bid-able solicitation looks like. LPTA. OASIS+ 8(a) Pool 20101. Seven CMEs supporting Robins AFB. And only two real gates:
• Can you recruit seven people with 8+ years of Air Force supply chain experience?
• Can all seven start with active Secret clearances? (No interims.)
That's it.
No past performance volume. No technical essay. No management volume.
If the answer to both questions is yes, sharpen your pricing and bid. If not, move on.
The incumbent task order (FA853822F0122) is listed on eBuy, giving you a head start on pricing research, and the 30-day proposal window gives you time to recruit if you're close.
That's a proposal worth pursuing.
❌ We'd pass: DOJ Public Safety Officer's Benefits Program (15PBJA26Q00000001)
At first glance: 15 FTEs, 5 years, remote work, 8(a) set-aside.
Sounds great. Then you read the requirements.
All 15 positions are Key Personnel. All 15 must be direct employees of the prime — no subs, no 1099s, no staffing firms. All 15 must be solely dedicated to this task order, barred from touching any other contract.
So who has 15 dedicated claims specialists and paralegals sitting on the bench, ready to submit by July 15, on a solicitation that gave industry 15 calendar days total?
The incumbent does. This one reads like a recompete with the winner already decided.
🔍 Acquisition Signal: CBP may be splitting one requirement into two
Two CBP RFIs dropped the same day. RFI1820898 (NII ILS — Lorton, VA) and RFI1820904 (ILS — Albuquerque, NM).
Same agency, same NAICS (541614), same OASIS+ SB SIN, same July 23 due date.
Viewed together, they suggest CBP may be breaking a larger Integrated Logistics Support requirement into separate geographic procurements.
If that's the strategy, it creates two smaller opportunities instead of one larger competition—potentially improving the odds for qualified small businesses while forcing the incumbent to defend multiple fronts.
If Integrated Logistics Support is your lane, I'd respond to both.
Market research is where requirements are shaped. Once the RFP drops, you're reacting instead of influencing.
