Program management support for the National Forest System. Nationwide performance. Mostly remote. Quotes due July 31.
What stood out wasn't the scope, it was the proposal requirements.
No Key Personnel. No resumes required with the quote.
That shifts the evaluation toward your staffing approach, management plan, and past performance instead of tying the award to specific individuals.
Pricing is equally straightforward. Its a simple rate sheet.
One thing our Snapshot caught: the SF1449 lists a 12:00 PM ET deadline, while the solicitation instructions list 2:00 PM ET. We'd plan for noon.
If you hold a MAS contract, this belongs on your bid board.
❌ We'd pass: FBI Counterterrorism Division CBRNE Training Development & Delivery (15F06726Q0000295)
At first glance, a great opportunity to get in with the FBI to support training.
Sounds attractive.
Then you start trying to build a bid.
The level of effort can't be sized with confidence. The pricing schedule identifies only 25 instructional days per year, and the incumbent contract and task order numbers cited in the RFQ don't appear in USAspending, making historical pricing research nearly impossible.
Then there's staffing.
Key Personnel must possess both a PhD and a Bomb Technician, EOD, or commercial blaster certification, while the solicitation allows qualifications to be demonstrated through either resumes or narrative.
Taken together, it's difficult to confidently size, price, or staff within a 21-day proposal window.
We'd pass.
🔍 Acquisition Signal: EPA may be moving a major records management program to OASIS+
EPA released market research for its National Records Management Program through GSA MRAS targeting OASIS+ Small Business Pool 10101.
Incumbents on this program are spending more than $20 million per year, split across three companies.
Historically, this requirement has been competed through SAM.gov.
If EPA ultimately moves the follow-on procurement to OASIS+, the competitive landscape changes before the solicitation is ever released. That affects who sees the opportunity, who can bid as a prime, and who should already be building teaming relationships.
If records management is your market, this is an RFI worth responding to.
