📋 RFP Snapshot Review: Bid. Pass. Watch.
Welcome back.
Another analysis of three opportunities crossed the desk this week. One we'd bid, one we'd pass on, and one RFI that may be signaling a change in acquisition strategy before the solicitation is ever released.
✅ We'd bid: NSWCDD Offsite Warehousing Support (N0017826Q0002)
An OASIS+ 8(a) task order supporting NSWC Dahlgren. Roughly six FTEs, five years, with proposals due August 17.
This is a pretty straight forward warehousing proposal.
• 25-page technical volume
• One Key Personnel resume
• Three past performance references
The proposal isn't the hard part.
The warehouse is.
Offerors must provide a contractor-owned, contractor-operated warehouse:
20,000–30,000 square feet
Within 60 miles of Dahlgren
Operational within 90 days of award
Operating under a Secret Facility Clearance
That means, assuming you don’t have a warehousing, finding & signing a contingent lease during your proposal process.
A six FTE job with a resume and contingent lease isn’t a small lift. But, the lease is also the contract's moat.
Once Government inventory is established in your facility, incumbency becomes much harder to displace. Which is exactly why we are recommending bidding this 6 FTE job.
❌ We'd pass: USFA National Fire Data Training Corps (70FA2026Q00000034)
FEMA and the U.S. Fire Administration are seeking a contractor to develop and deliver a nationwide fire data literacy and analytics training program.
It's good work. The acquisition strategy is the challenge.
The solicitation requires:
Six Key Personnel
Five highly specialized Subject Matter Experts that cannot be consolidated without written approval
A 50-page technical volume
Multiple corporate experience references
Multiple past performance references
Commitment letters and resumes
The solicitation was released July 15.
Proposals are due August 5.
Finding five NFPA-qualified SMEs, securing commitment letters, and producing a compliant 50-page proposal in just 21 days is a significant, if not impossible, challenge for an outsider looking in.
Taken together, we'd pass.
🔍 Acquisition Signal: The Marine Corps' $2.5B logistics consolidation may not be a done deal
GSA released market research for USMC Coordinated SECREP Management and Strategic Logistics Services under OASIS+ Small Business SIN 10813.
On its own, that's a routine RFI.
In context, it's much more interesting.
Coordinated SECREP Management was previously identified as Section 5 of the Marine Corps' proposed MFSC-FMF Logistics Services MAC — the roughly $2.5B, ten-year vehicle intended to consolidate six existing logistics contracts into a single acquisition. Now that same scope is being market researched independently.
With its own draft PWS.
Its own 30-day transition period.
Approximately 35 FTEs across Albany, Camp Lejeune, Camp Pendleton, Kaneohe Bay, and Okinawa.
And a required performance start of January 2, 2027.
There are three plausible explanations.
The larger MAC is slipping and the Marine Corps needs coverage in place before January.
Portions of the MAC are being broken back out into standalone procurements.
The Government is evaluating both approaches before committing to a final acquisition strategy.
Whatever the answer, this RFI is worth watching.
If your capture strategy assumed SECREP work would only be available through the future MAC, that assumption may need another look.
