📋 RFP Snapshot Review: Bid. Pass. Watch.
Three Snapshots from this week's pipeline. Two of them are FEMA acquisitions that landed three days apart, and they're almost perfect opposites in what they ask of an offeror.
✅ We'd bid: FEMA OCCPO Acquisition Support Services (70FA4026R00000008)
A 100% small business BPA under OASIS+ SB Pool 10101. Three years, 36 FTEs, roughly $24.9M ceiling.
The scope is full lifecycle acquisition support for FEMA's Office of the Chief Component Procurement Officer — pre-award and post-award, acquisition policy, training, and data analytics.
But what makes this one worth the effort isn't the scope. It's the structure.
This is a two-phase advisory down-select.
Phase I is due August 7 and it is five pages. Relevant Experience and Demonstrated Capability. That's the whole submission.
Phase II — past performance, staffing and key personnel, and price — isn't due until August 28.
That's a low cost of entry for a real look at a $24M program.
A few things our Snapshot flagged:
"Up to three" projects means one is enough. You can compete here with a single strong reference. Depth beats volume.
All Factor 1 experience must be as prime. Subcontractor work will not be accepted. Verify this before you build the volume.
One resume. The Program Manager, 10–15 years, BA/BS. That's the entire Key Personnel requirement.
Phase I will not be extended. The RFP says so explicitly. Miss it and you're out of the competition entirely.
FEMA anticipates advancing no more than three offerors to Phase II. If you hold OASIS+ SB Pool 10101, get Phase I in the door.
❌ We'd pass: FEMA GPATS Single-Award BPA (70FA2026R00000007)
Grant Programmatic, Administration, and Technical Services for FEMA's Grant Programs Directorate. 8(a) set-aside on the GSA Professional Services Schedule. Five years, roughly 140,000 labor hours per period across 16 labor categories.
Good program. Wrong window.
Issued July 20. Closed July 30.
Ten calendar days to produce a 40-page technical volume addressing four separate factors — Corporate Experience, Technical Approach, BPA Management Plan, and Staffing Plan.
And the grading is unforgiving. A rating of Low Confidence on any one of the four factors renders the entire quotation technically unacceptable and ineligible for award. There's no averaging, and the Government anticipates awarding without discussions.
Then there's the experience rule.
Parent company, subsidiary, affiliate, and joint venture experience will not be considered.
For a lot of 8(a) firms, that's the whole bid. If your qualifications live at the holding company level, you're building a Corporate Experience volume out of nothing in ten days.
Ten days is an incumbent's timeline.
We'd pass, but we wouldn't forget it. The BPA runs through September 29, 2031. Put the recompete on the tracker now and spend the next four years building the prime-level, traceable project history this evaluation actually rewards.
🔍 One to watch: MDA Missile Defense Operational Support (RFI1825061)
GSA MRAS market research on behalf of the Missile Defense Agency, targeting OASIS+ SB SIN 10812. Responses are due July 31 at 5:00 PM ET through the MRAS survey link.
Note the trap: responses submitted through GSA eBuy — including clicking "Interested" — will not be recorded.
The RFI itself is a survey. Twenty-one yes/no questions, a few short answers, and an optional capabilities statement. An hour of work.
The draft PWS attached to it is where the real information is.
Six key personnel positions. An on-site Contract Manager at Redstone Arsenal, a designated Alternate with equivalent authority, and four Functional Area Leads: Operations, Support Equipment Maintenance, VLS Canister Maintenance, and Facilities/Warehousing/Shipping/Customer Support.
Secret clearance for every person on the contract. Two Transportation Services drivers must hold Top Secret: one in the National Capital Region, one in Huntsville.
The credentials are narrow. CDL with ammo/hazmat endorsements. AWS welding certifications. CMV inspector certs under 49 CFR 396.1. Expert working knowledge of IATA Dangerous Goods and IMDG Code. At least 30% of the workforce holding a current U.S. passport on day one.
That's not a proposal problem. It's a recruiting problem.
If material management and transportation is your lane, the RFI response is the easy part. Sourcing six cleared functional leads with hazmat and CDL credentials is the work — and that starts now, not when the RFP drops.
Two more things worth a clarifying question when the RFP does release: the draft PWS period of performance is internally inconsistent (it reads "one (3) Base Year," and the listed dates suggest a two-year base), and the anticipated hybrid FFP-labor / cost-ODC structure means a DCAA-approved accounting system will likely be required.
📌 One pattern across both FEMA buys
Both FEMA solicitations this week carry an explicit prohibition on the contractor's use of artificial intelligence, as defined at 15 U.S.C. 9401(3), without written authorization from the Contracting Officer.
Same clause, two different offices, three days apart. That's starting to look like a component-level position rather than a one-off.
If AI-assisted tooling is part of how you deliver acquisition or analytics support, read that clause carefully before you price the work — and consider asking the CO what authorized use looks like.
