Army MEDCOM's strategic communications RFI surveys 541613 Marketing Consulting against 541820 Public Relations Agencies and asks industry which applies.
The USACE underwater inspection survey offers 541330 or 541620, with no size standard stated.
SWARDS floats 541690 against 541330 Exception 1.
Platform One lists three candidate NAICS codes with size standards spanning $19M to $40M. That's wide enough to change who is eligible to bid at all.
And Space Base Delta 1's capacity surge Sources Sought says a small business set-aside is contemplated.
That's the government openly inviting small businesses to prove the Rule of Two.
Answering those questions well is some of the cheapest leverage available in federal contracting.

📊 SBA proposes the biggest size standard overhaul in a generation
On August 20, SBA published two linked proposed rules that would consolidate roughly 1,000 industry-specific size standards into 338, default to employee-based measures, and raise thresholds across the board without reducing any.
SBA estimates the change would newly classify approximately 114,500 firms as small, including roughly 37,000 that held FY2025 federal contracts.
Comments close September 21.
This lands directly on this week's roundup: nine of our 28 opportunities ran under NAICS 541611 at the $24.5M standard, and that standard is now on the table.
🏢 What does that mean competitively?
Federal News Network's Justin Doubleday looks at the practical tension for incumbents.
The firms that could re-enter the small business base are experienced contractors, and SBA acknowledges that companies sitting just under today's thresholds could face the sharpest new competition for set-aside work.
SBA's August 11 final rule replaces the rebuttable presumption with a framework requiring evidence of group-level discrimination plus self-certification of membership and material harm.
It applies to individually owned firms only, not entity-owned firms.

🇺🇸 GSA orders an AbilityOne country-of-origin audit
GSA Administrator Ed Forst's August 14 letter directs the AbilityOne Commission, National Industries for the Blind, and SourceAmerica to audit every item sold through GSA after the agency found technology products labeled "Country of Origin: USA" that were actually made in China and elsewhere.
The report is due November 12.
🔐 CUI marking is still a core CMMC problem
With DoD's Phase II third-party assessment requirements suspended since July and the Reform Task Force collecting comments, industry groups including NDIA argue that inconsistent, ambiguous, and over-broad CUI marking remains a major cost driver.
The burden falls hardest on small contractors that are forced to apply controls more broadly than necessary.
Task Force recommendations are expected shortly.
⚖️ GSA wants "loser pays" extended to civilian bid protests
GSA's July 17 legislative proposals to Congress would extend the FY26 NDAA's DoD "loser pays" protest rule to civilian agencies.
It would also raise the GAO task-order protest threshold from $10M to $35M, including for MAS orders.
For small businesses competing on OASIS+ and MAS task orders, that would put most of this week's roundup below the protest floor.
