🔎 The Shaping Plays

15 of this week's 21 opportunities are market research.

The most interesting one comes from GSA's IDEAS notice for integrated data, engineering, and analytical services. It arrived with no designated NAICS at all and asks industry to weigh three possibilities: 541690, 541990, or 541330.

That decision matters. The NAICS code determines the applicable size standard and, ultimately, who is eligible to compete.

For a relatively small investment in responding to an RFI, that creates real potential leverage.

🤖 USCYBERCOM is also asking industry to help write the requirement

GSA is working with USCYBERCOM on an AI-first cyberspace operations model.

This isn't an existing requirement being competed. The requirement is being shaped now, making the RFI worth watching for firms with relevant cyber and AI capabilities.

A few other patterns stood out

The Air Force contributed three shaping notices covering special departure procedures, the SAET emulator for AF DCGS, and BACN E-11A logistics support.

Space Force put out a tightly filtered A&AS notice restricted to firms qualified under 541715.

DOT ran three at once across vehicle safety testing, MARAD mooring analysis, and drug and alcohol compliance audits.

Two pairings are particularly interesting:

NAVSEA calibration and DOT vehicle safety both sit in 541380 testing laboratories.

And the two Army National Guard 541611 opportunities share a customer while splitting between an 8(a) pool and a 100% small-business pool.

📈 SBA proposes major size standard overhaul

On August 20, SBA published a proposed rule that would reduce roughly 1,000 size standards to 338, with significantly higher thresholds across professional services, IT, and engineering.

Federal News Network reports SBA estimates more than 114,000 additional firms could qualify as small, including roughly 37,000 that already hold federal contracts.

Comments are due September 21.

This is particularly relevant this week because 541611 and 541330 account for 13 of the 21 opportunities above, and both sit squarely in the proposal's path.

⚖️ The new 8(a) social disadvantage test takes effect September 10

SBA finalized its new 8(a) social disadvantage test on August 11.

The new process replaces the previous narrative-based approach with an evidence-based test open to any U.S. citizen who can demonstrate discrimination or bias against a group they belong to, along with material harm.

The timing matters for the three OASIS+ 8(a) pool opportunities in this week's set.

🏛️ GAO tells Army to reopen MAPS over small-business teaming ban

GAO sustained part of a protest by Intelligence Consulting Enterprise Solutions, finding the Army's prohibition on small-business prime and subcontractor teams unduly restrictive.

GAO recommended that the Army amend the solicitation to permit teams alongside joint ventures, reopen the competition for revised proposals, and reimburse protest costs.

Six protests remain open, with decisions expected into October.

🧾 GSA wants "loser pays" extended to civilian agencies

GSA submitted legislative proposals asking Congress to create a civilian-agency version of the DoD's loser-pays protest rule.

GSA also proposed raising the GAO protest threshold for civilian task and delivery orders from $10 million to $35 million, including orders placed under MAS.

For small firms that rely on protests as a check on task-order awards, the threshold change may matter more than the loser-pays provision itself.

🔵 OASIS+ Phase II remains continuously open

GSA reports that the first Phase II rolling apparent-awardee announcements were posted on SAM.gov on May 12, with the contractor list refreshed weekly.

Phase II expanded OASIS+ from eight to 13 domains, with all six solicitations remaining open for rolling submissions.

Given that every opportunity in this week's roundup ran through an OASIS+ pool, the on-ramp is becoming the practical prerequisite for seeing much of this market.
