📌 THE SHAPING PLAYS

Only five notices this week are market research, and two of them are already shut. The three still open are worth different things to different firms.

DOT's Federal Transit Administration is surveying knowledge transfer and information dissemination support across both OASIS+ SB Pool 10101 and GSA MAS, and critically it has not named a set-aside yet. A well-argued small business response between now and September 11 is the cheapest influence you will get on this requirement all quarter.

GSA, on behalf of the Air Force, is running market research on modernizing the KIV-77A cryptographic applique for IFF Mode 5 through OASIS+ Unrestricted. The 541330 Exception 1 code for military and aerospace equipment narrows the credible field to cleared COMSEC and avionics integrators, which is precisely why responding carries weight.

And GSA, on behalf of the Office of the Secretary of War, is scoping virtual operations oversight management for DIA inside OASIS+ SB SIN 10414 with no set-aside declared. Cleared intel program support firms holding that SIN should get named now.

Worth noting what closed: GSA's own personnel security RFI was restricted to OASIS+ 8(a) holders only, and the Army's Artillery Chemical Training notice flagged an anticipated SB set-aside on SIN 10205. Both are still useful intelligence about which pool the follow-on lands in, even though the response window has passed.

SBA's August 20 proposal would replace nearly 1,000 six-digit NAICS size standards with 338 standards at the four- and five-digit levels.

The bigger story is the potential expansion of the small-business pool. SBA estimates the changes could make 114,541 additional businesses eligible as small, bringing the potential small-business population to roughly 6.46 million.

The comment deadline is September 21. As of September 1, SBA had already received more than 65,000 comments on the proposed size standards.

For contractors near a size threshold, this is worth watching closely.

OFPP published two CAS-related final rules September 1, both effective October 1.

One rescinds CAS 407 to conform with GAAP. The other raises CAS thresholds and agency waiver authority and clarifies how CAS thresholds and exemptions apply to indefinite delivery contracts.

That second piece is particularly relevant this week. 13 of the 16 opportunities in our roundup are task orders under IDIQ vehicles.

The House voted 370–48 to approve a continuing resolution funding the government through December 11. The Senate had already passed the measure 90–6 in July.

That removes the immediate shutdown risk and gives agencies more room to keep fiscal-year-end obligations moving while Congress works on FY2027 appropriations.

A final rule published August 31 rescinds SBA's policy of voluntarily following the APA's notice-and-comment procedures even when the law does not require them.

Going forward, SBA will follow the APA's default requirements and retain the option to seek public input on a case-by-case basis. The rule took effect August 31.

For contractors, the practical takeaway is straightforward: not every future SBA rule affecting contracts, benefits, or other exempt areas will necessarily come with the same opportunity for public comment.

A July 22 Army policy memo published in late August changes how the service approaches software acquisition.

The Army will prioritize commercial products, followed by commercial products configured for Army needs. Custom development is now supposed to be “extremely rare” and used only when no commercial solution can meet a significant portion of the requirement.

The policy also points program managers toward commercial solutions openings and other transaction authorities, with the goal of getting baseline products into the hands of users in months rather than waiting through traditional acquisition timelines.

For software companies selling an existing product, this is a meaningful change in how the Army may approach future requirements.
