Welcome back.
Twenty federal opportunities entered the RFP Snapshot library this week, and three themes stood out.
First, the gap between shaping and bidding narrowed. We tracked 11 RFIs and Sources Sought alongside 9 active solicitations—the closest split we've seen in weeks. Market research still matters, but agencies are beginning to transition requirements into active procurements.
Second, OASIS+ continues to dominate the professional services market. Nineteen of this week's twenty opportunities flowed through OASIS+ pools, reinforcing what we've been seeing for months: if you're pursuing federal services work, that's where agencies are buying.
Finally, this week's RFIs weren't just asking whether industry was interested—they were asking industry to help define who will ultimately be eligible to compete. Several agencies are requesting feedback on NAICS selection before their solicitations are released.
⭐ Opportunity Worth a Closer Look
100% 8(a) • GSA MAS / OASIS+ • Due August 17
This week's standout is the Navy's offsite warehousing requirement supporting the Naval Surface Warfare Center Dahlgren Division.
Why it deserves attention:
100% 8(a) set-aside
NAICS 493110 ($34M size standard)
Longest proposal runway of the week
Straightforward warehousing and logistics scope
Competitive 8(a) logistics opportunities with a clearly defined warehousing requirement don't appear often. If you're interested, now is the time to evaluate facility availability, staffing, and pricing—not two weeks before proposals are due.

🔍 Acquisition Signal
One trend stood above the rest this week.
Several agencies are asking industry to help determine the NAICS code before releasing the final solicitation.
Examples include:
Air Force 50 CES Engineering Services – asks whether a more appropriate NAICS exists.
National Airborne Operations Center Training Support – asks vendors to choose between two candidate NAICS codes.
Navy Strategic Systems Programs – presents alternate NAICS options for comment.
NOAA GPS-Based STEM Curriculum – seeks industry input before finalizing classification.
Those decisions determine who can ultimately compete.
If your business is affected by NAICS selection, these RFIs may be more important than the RFPs that follow.

CMMC Phase II rollout suspended
The Department of War suspended the planned November 2026 rollout of CMMC Phase II while simultaneously launching a 60-day review and an RFI asking industry what should replace it. If you support defense customers, the RFI may ultimately prove more consequential than the suspension itself.

Industry pushes back on GSA's proposed AI acquisition rule
At a recent listening session, contractors and legal experts told GSA its proposed AI safeguarding clause remains too vague and inconsistent with commercial contracting practices. Comments remain open through August 3—timely context for EXIM's AI Governance Framework Evaluation in this week's pipeline.
SBA's 8(a) overhaul remains in progress
SBA Administrator Kelly Loeffler told Congress the agency is still reviewing approximately 180 public comments before reopening 8(a) application processing. That's worth watching with three 8(a) opportunities appearing in this week's roundup.

GSA requests industry input on American-made procurement
GSA released a July 14 RFI seeking recommendations on strengthening procurement of American-made products across its acquisition programs—another signal of where future Schedule requirements may be heading.
SBA expands anti-fraud initiative with Palantir
SBA announced the next phase of its work with Palantir to strengthen fraud detection across agency programs. For contractors participating in SBA programs—including 8(a)—expect eligibility documentation and compliance scrutiny to remain a priority.
