First, the deadlines are tight. Seven close by June 12 — the soonest, DOE's Strategic Petroleum Reserve PMO RFI, is due June 10. If you only chase posted RFPs, you're already behind on these.

DOE (SPR), NIH (DDC), the Army (ARNG remediation + MEPS), Navy SSP (vehicle maintenance), Navy/MSC (IT governance), HHS (GIDs), DHA (acquisition/budget/HR), DoD J7 (continuing education), and a DOT lab-safety Sources Sought. A few — DHA and Navy SSP among them — explicitly ask industry to recommend the NAICS, a rare chance to shape eligibility before the RFP.

8(a) contracting is down hard. Obligations to tribal-owned firms fell ~40% Oct–April year-over-year (ANCs ~46%, NHOs ~67%), and SBA admitted only ~65 new 8(a) firms in 2025 vs. 500+ in 2024 — with a government-wide audit of all ~4,300 active 8(a) firms underway.
Fortune · Federal News NetworkThe set-aside playbook is shifting. Under the new RFO Part 19 and follow-on DoD guidance, the Army now prefers competition over sole-source in 8(a) "to the maximum extent practicable," and DoD sole-source/set-aside awards above $20M require senior-level review.
SchwabeFederal contract spend hit a record ~$793B in FY2025, up $17.8B over FY2024 (inflation-adjusted), per GAO's annual snapshot — small businesses took ~$100.5B of DoD's spend (~20%) and ~$72.1B of civilian (~24%).
