We've got a newsletter full of fresh RFIs, RFPs, and industry insights. Twenty-eight new federal opportunities came through RFP Snapshot this week (June 9 to 15), and two patterns are worth your time.

First, the deadlines are tight. Eleven close by June 19, and the soonest, HHS's Office of Science Policy RFI, already passed on June 11. If you only chase posted RFPs, you're already behind on these.

Second, the bigger story: 18 of the 28 ran through OASIS+ pools, the task-order and market-research traffic that is effectively invisible unless you hold the vehicle and watch eBuy daily.

THE SHAPING PLAYS (RFIs + Sources Sought)

Seventeen RFIs and one Sources Sought round out the week.

HHS is active across the board (Office of Science Policy, CDC campaign research, NIH drug-free workplace).

DHS shows up heavily too: the Coast Guard (strategic communications and program management), CISA (terrorism and targeted-violence risk mitigation), and an early IT Refresh Program notice.

Add DOE (Office of Secure Transportation logistics), the Air Force (IT system support, Moody AFB rescue, DAMO), Commerce/NIST (non-destructive testing training), DOT (the SHIFT transformation effort), GSA (OCAS concierge), USACE (Pittsburgh logistics), and an anticipated AbilityOne custodial requirement at West Point.

The lone Sources Sought is SDVOSB administrative support for the Office of Military Commissions.

A few, including DOT SHIFT and DHS ITRP, explicitly ask industry to recommend the NAICS, a rare chance to shape eligibility before the RFP.

CISA is prepping a $100M+ cyber services competition. CISA announced plans for a contract worth more than $100 million to support its Office of Threat Hunting, including incident response and proactive cyber hunting, expected through the GSA Schedule.

Compliance is about to reach a lot more contractors. A DoD proposed rule (published May 7) would extend FOCI disclosure and mitigation, today limited to cleared contractors, to uncleared firms on unclassified contracts over $5 million, an estimated 37,740 entities, most of them small businesses. Comments are due July 6.

GSA's Federal Acquisition Service is reorganizing. After FAS revenue more than doubled to over $115 billion in FY2025, acting commissioner Laura Stanton is restructuring around shifting agency buying habits, the same FAS that runs OASIS+.

OPM's HR modernization landed. OPM awarded Oracle the 10-year, $395.8 million Federal HR 2.0 contract covering more than two million federal employees, after IBM withdrew and GAO denied the remaining protest on June 1. This is the overhaul we flagged last week.

DHS is reviewing inherited contract actions. Secretary Markwayne Mullin told the House Homeland Security Committee he is reviewing contract actions prepared under his predecessor, with some active contracts under DHS IG review. DHS is one of the most active customers in this week's roundup.
