Welcome back. We processed 24 federal opportunities this week, each read and condensed into a downloadable 4-page Snapshot. Two patterns stood out.
The deadlines are tight. The front of the list is already closing: the Air Force's Project Nightingale NAICS notice closed June 19, and five market-research responses are due June 22, the day this goes out. Twelve close by June 26. If something below fits, move today.
OASIS+ ran the week. 16 of the 24 went through OASIS+ pools, the task-order lane that lives behind the vehicle instead of in a public open-market notice. It's the part of the market most tools never surface, and this week it was two-thirds of the volume.

THE SHAPING PLAYS
Most of this week isn't a bid, it's a chance to shape one. Thirteen RFIs and one Sources Sought (RFI1817676) are agencies still defining what they'll buy. The highest-leverage ones: IRS (RFI1817796), NIST (RFI1817420), and DOT (RFI1817958) all ask respondents to recommend the applicable NAICS code, which quietly shapes the size standard and the set-aside on the eventual solicitation. If your shop fits, that's free influence for the cost of a thoughtful response. DARPA's standing agency-wide announcement (DARPAPA2608) rounds out the early-stage end, with responses open into 2027.

SBA moves to rewrite 8(a) eligibility. On June 11 SBA published a proposed rule removing the rebuttable presumption of social disadvantage for individually owned 8(a) firms, replacing it with a self-certification standard applicants must document. Comments are due July 13. Given how 8(a)-heavy this week's list is, it's worth a read. EDWOSB firms get an audit notice. SBA is examining economically disadvantaged women-owned small businesses and has asked them to submit three years of personal and business tax returns by June 30. If you hold EDWOSB status, don't let that deadline slip. TINA and CAS thresholds jump June 30. For contracts awarded after June 30, the certified cost-or-pricing-data (TINA) threshold rises from $2M to $10M, and CAS thresholds climb as well, easing the compliance load for a lot of mid-size awards. Senate revives dropped acquisition reforms. The Senate's FY2027 NDAA brings back several measures cut from the final FY2026 bill, including more transparency around Other Transaction Agreements and a push to make commercial solutions openings the default for software buys. SBA and GSA pull foreign products from GSA Advantage. The two agencies removed nearly two dozen foreign product offerings flagged for false "Made in America" claims.
