Welcome back. We logged 26 new federal opportunities this week and turned each one into a downloadable Snapshot. Two patterns jumped out:
Tight deadlines. 9 of the 26 close by July 13, and the soonest (Army's Real Property Remediation RFI) already closed June 30. If you are reading this Monday, the fast movers need a same-day bid/no-bid call.
The task-order lane keeps growing. 22 of 26 ran through OASIS+ pools, up from 16 of 23 last week. If you hold an OASIS+ seat, this was your week.
Sixteen RFIs and two Sources Sought make up this week's 18 shaping notices, and several are worth watching closely. GSA's Narrowband SATCOM Program Management notice surveys three possible NAICS codes at once, effectively asking industry to pick the right lane. DOT did something similar with its Transit Budget and Policy Data Management sources sought, testing a second NAICS alongside the primary one. And DHS/CBP double-posted its Integrated Logistics Support Services requirement across two sites, Albuquerque and Lorton, indicating they may break up the current, consolidated effort.

The FAR Council formally launched its "Revolutionary FAR Overhaul." On June 23, OFPP, DoD, GSA, and NASA jointly published the first batch of proposed rules rewriting the Federal Acquisition Regulation under Executive Order 14275, covering acquisition planning, market research, public notice requirements, and procurement integrity. Comments are due July 23, the same date eight of this week's opportunities close, so contracting teams juggling both should plan their week accordingly.

GSA narrowed its proposed AI safeguarding clause. On June 17, GSA released a revised version of GSAR clause 552.239-7001 for public comment, scaling back its scope to contractors using large language model systems to process government data, while tightening compliance obligations for firms that do fall within it. Several notices in this week's roundup touch AI-adjacent data and systems work, making this one to watch.

SBA is doubling its combined loan cap for small business borrowers. Starting July 4, qualified borrowers can access up to $10 million in SBA financing by combining a 7(a) loan with a 504 loan, twice the previous $5 million combined limit. It's a meaningful capital option for small businesses looking to scale into larger set-aside work, including several of this week's 8(a) actions.

AeroVironment landed a potential $500 million Army counter-drone contract. The firm-fixed-price award supports the Army's procurement of commercial counter-unmanned aircraft systems capabilities through June 2029, awarded through Army Contracting Command at Detroit Arsenal.

ICE is planning a $100 million-plus follow-on IT support contract. A forecast posted on DHS's Acquisition Planning Forecast System shows ICE intends to compete enterprise-wide IT support services, covering service desk, field operations, and hardware maintenance, through NITAAC's CIO-SP3 Small Business vehicle. The solicitation is expected around September 16, a useful signal for firms already chasing this week's DHS and CBP logistics and IT notices.
