Welcome back.

Nineteen new federal opportunities hit the RFP Snapshot library this week, up from 15 last week. Three are 8(a) RFPs; the other 16 are RFIs and Sources Sought.

All 19 name OASIS+, up from 12 of 15 last week and 11 of 14 the week before. Fifteen are on OASIS+ SB, three on OASIS+ 8(a), and the Marshals Service names OASIS+ alongside GSA MAS and HCaTS. Five notices also name GSA MAS as an alternate or candidate. That count reflects what teams ran through RFP Snapshot, not every federal posting, but it shows where their attention is.

One more thing: RFP Snapshot’s OASIS+ Insider opens November 9. There's a preview below.

📌 THE SHAPING PLAYS

Sixteen of this week's 19 are RFIs and Sources Sought, so this is a shaping week more than a bidding week. Six of them close by October 30.

DHS is the heaviest shaper. Headquarters wants input on PPBE OneStream support and IOC-to-FOC change management, the Federal Protective Service on personnel security, FEMA on training delivery at the Center for Domestic Preparedness, and a separate DHS Sources Sought on human capital data and systems. USDA and DHS FPS both want personnel security support under NAICS 561611, so one tuned capability statement serves both.

The set-aside is still in play on several. NASA's RPOC VI says the set-aside is undecided, FEMA asks directly whether the work suits small business, and DCSA's PBMS RFI is collecting small-business participation data. FDA and DHS HDS-SS already lean small business. USDA, GSA OCAS, DHS PPBE, and DHS FPS say they are open to small and other-than-small, while the State, SEC, NAVSEA, USMS, DaR-400, and Buckley SFB notices name no set-aside yet.

None of this week's notices explicitly asks industry to recommend a NAICS. But the Air Force's DaR-400 Sources Sought and DHS HDS-SS list no NAICS at all, and FDA's tobacco purchases RFI carries a conflict: 424940 in the draft PWS against 541990 in MRAS and eBuy. A strong response to any of the three effectively proposes the code.

🎯Three to work this week

1. NGA — KEYSTONE: PEO-S, PSA and PSE Strategic Analysis, Acquisition Planning, and Program Management Support Services

HM047627Q0001 · OASIS+ 8(a), Management & Advisory · 8(a) competitive set-aside

Due November 4, 2026, at 12:00 PM EST (eBuy Step 1 closes at 1:00 PM EST).

Program office support for NGA's PSE and PSA offices, centered on financial health, records management, and contract operations. The work includes weekly consolidation of contract financial execution data, master financial and IRR trackers, validating EAC, ETC, and funding runout dates in monthly CFSRs and MFRs, ULO de-obligation, MIPR tracking, and GPC and training budgets. Contract support covers CPAF contract management, vendor QPMRs, responses to RFIs on contract financials, and surge support.

2. Army — T2COM G-1/4 Surgeon Cell Support

RFP1840295 · OASIS+ 8(a) · 8(a) set-aside; OASIS+ 8(a) fair opportunity

Due November 13, 2026, at 11:00 AM ET. Questions are due October 29 at 9:00 AM ET.

Advisory support to T2COM's G-1/4 Surgeon Cell: reviewing and aligning Army and T2COM regulations and policies through the Military Decision-Making Process, building POAMs, and drafting medical operations and Soldier readiness inputs and annexes to operations orders. The contractor also provides SME input to Army and T2COM publications and supports T2COM G-3/5/7 in planning and executing medical support for Mobilization Exercises (MOBEX). All work is advisory; the contractor cannot sign official correspondence or commit Government funds.

3. DHA — Programmatic, Clinical, Instructional Design, and Operational Support

A033724 · OASIS+ 8(a), Domain not specified

Due November 13, 2026.

Full-scope support for the Joint Trauma System’s education branch. The work covers trauma curriculum development aligned to JTS Clinical Practice Guidelines and TCCC guidance, plus physician-directed instruction in classroom, simulation and austere field settings, including TCCC, Valkyrie Mobile Training Teams, Prolonged Casualty Care, JETT and walking blood bank training. It also calls for psychometric assessment design, training data analytics tied to the JTS trauma registry, multimedia and technical writing, training quality assurance, program management and logistics. A Ph.D. Senior Scientist oversees research and publication and may work remotely, which makes this a staffing-heavy bid with several specialized key roles to fill early.

🔍 GSA to audit contracts held by 689 suspended 8(a) firms

GSA said October 21 that SBA had referred 689 firms suspended from the 8(a) program after an SBA review found they had not demonstrated compliance while receiving program benefits. GSA will review their federal contracts, which carry a combined $5.5 billion ceiling, and refer suspected fraud to its Inspector General and the Justice Department.

All three of this week's RFPs are 8(a) set-asides, so expect eligibility representations to get a closer look.

📏 Size standard overhaul passes 1,200 comments

SBA's two proposed size standard rules—one on methodology and one applying it—had drawn about 1,200 comments as of October 20, most of them opposed, Washington Technology reported. Comments close November 20, and SBA's Office of Advocacy now estimates far fewer newly small firms than SBA's original figure.

NAICS 541611 is this week's most common primary code, appearing on five of the 19 notices, including NGA's KEYSTONE RFP.

🧑‍💼 Army drafts $7B in HR support work, one lane small business only

The Army released draft solicitations October 19 for two HR Solutions GEN VI contracts: a $1.5 billion recruiting, management, and administrative support vehicle reserved for small business, and a $6.09 billion personnel life-cycle support vehicle open to full and open competition. Comments on the drafts are due today at 5 p.m. Eastern, per Washington Technology.

⚖️ Court backs DHS's cancellation of FirstSource III

A Court of Federal Claims judge found DHS had a rational basis under Executive Order 14240 to cancel the $10 billion FirstSource III IT vehicle and denied protesters their bid-and-proposal costs, Washington Technology reported. DHS found the vehicle redundant and continues buying through NASA SEWP and GSA Schedules.

Five of this week's 19 notices come from DHS components, and several name GSA MAS alongside OASIS+.

🤝 GSA signs its first direct OneGov deal with a small business

GSA's OneGov program signed (US)AI, an 8(a) small business in North Bethesda, Maryland, to a direct agreement offering up to 30% off eligible software licenses and $1 two-week pilots through September 30, 2028. Earlier OneGov deals went to larger companies.
