Welcome back.
Twenty-three new federal opportunities hit the RFP Snapshot library this week, up from 19 last week. Three are live solicitations: DHS’s recruitment strategist RFP, the Army’s technical data package RFQ, and the Coast Guard’s aviation logistics 8(a) RFP. The other 20 are RFIs, Sources Sought and one early CENTCOM notice.
The deadlines are tight. The Army’s Devens Training Support Center RFI closes today, November 2. Ten of the 23 close by November 9, including two of the three RFPs.
OASIS+ still carries most of the list. 20 of 23 name OASIS+. That is up in count from 19 last week, but down in share from all 19. Seventeen are on OASIS+ SB and two are on OASIS+ 8(a), and DOJ names OASIS+ without a track. Four notices also name GSA MAS as an alternate, and one names GSA MAS alone. That count reflects what teams ran through RFP Snapshot, not every federal posting, but it shows where their attention is.
One more thing: RFP Snapshot’s OASIS+ Insider opens November 9. There’s a preview below.

📌 THE SHAPING PLAYS
Nineteen of this week’s 23 are RFIs and Sources Sought, so this is a shaping week more than a bidding week. Six of them close by November 6.
HHS is the heaviest shaper.
CDC posted five notices: three on nutrition, physical activity and obesity prevention (all closing November 10), plus influenza vaccine effectiveness and paper records digitization.
NIH wants input on integrated mission support.
HHS headquarters is scoping EPSDT Medicaid oversight and CICP reconsideration panel support.
Defense is right behind.
The Air Force has three notices: aircrew training devices, AFRL digital capabilities, and RSAF engineering services.
The Army has two: Devens training support and Ukraine maintenance logistics.
Space Force, DIA, DCSA and DLA each posted one.
PBGC and DOJ’s Bureau of Justice Statistics round out the list.
The set-aside is still in play on most of them. AFRL and DIA already flag small business set-asides. EPSDT says a small business set-aside is pending market research, and CICP notes 8(a) interest. Devens says market research will decide, and RDC-U, RSAF CETS, DOJ and two of the CDC obesity notices invite small and other-than-small alike.

⚖️ Leidos protests Amentum’s $572M NORAD win
Leidos has filed a protest against the $572 million, seven-year award to Amentum supporting Space Force operations at Cheyenne Mountain. GAO is expected to decide by January 29. Jacobs originally won the work in 2020 as an OASIS task order, and Space Force awarded the recompete in September as an Alliant 2 task order.
Amentum also sits on this week’s Recompete Radar with a $79.6M legacy OASIS Air Force order expiring in May.
🗂️ DHS retires its acquisition forecast system
DHS procurement offices stopped entering new opportunities into the legacy Acquisition Planning Forecast System at 4:00 p.m. EDT on October 30, and forecast data becomes available again starting November 5. Automated notifications for industry partners already registered resume in December.
DHS components posted two of this week’s three RFPs (Coast Guard aviation logistics and DHS RSSS), so check the new forecast page for their follow-ons.
🤖 Pentagon issues templates for “unbiased AI” buys
Defense Pricing, Contracting and Acquisition Policy issued guidance with templates for documenting, soliciting and enforcing the administration’s unbiased AI principles, including standard solicitation language and contract terms for the SOW or PWS. Expect this language in DoD AI-related solicitations.
🏢 SBA field office moves draw union pushback
AFGE, which represents more than 700 SBA employees, says the agency will move several field offices out of city centers starting next year, including Boston, Atlanta and Denver, and is reportedly considering more. Union officials warn the moves could drive further staff departures. That matters to small firms that lean on district offices for certification and procurement help.
