Welcome back.
Fourteen new federal opportunities hit the RFP Snapshot library this week, up from nine last week. FY2027 is still running on a continuing resolution, so 11 of the 14 are market research rather than live solicitations.
OASIS+ still dominates, but the Schedule is creeping back. Eleven of 14 ran through OASIS+, after 9 of 9 last week and 11 of 12 the week before. Ten sit in the SB pools and one on OASIS+ 8(a). The other three came through GSA MAS only, and two of those are live solicitations.

📌 THE SHAPING PLAYS
Eleven of this week's 14 are RFIs or Sources Sought, so this is a shaping week more than a bidding week.
HUD's NSPIRE inspections Sources Sought already leans small business through OASIS+ SB. DHS's Recruitment Strategist RFI says small business participation is under consideration, which is an open invitation to argue for a set-aside. NIH, Air Force CIAS, NGA's CAPE cost support, and the Air Force HERO evaluation are explicitly open to small and other-than-small, so a credible small-business response is what keeps them small.
USACE's PMO support, the Coast Guard's property management requirement, NIWC's fire protection engineer, DHS FOIA, and DIA Mission Services name no set-aside yet.
None of this week's notices explicitly asks industry to recommend a NAICS. But DIA's Mission Services RFI floats two codes: 611710 (Educational Support Services) through its MRAS survey, with 541611 also identified. The two carry different size standards, so your survey answer helps set who counts as small.

📜 FAR overhaul round two: Comments due October 19
The FAR Council's second Revolutionary FAR Overhaul package, released September 18, rewrites 16 FAR parts. Under FAR Case 2026-003, agencies would have to use an OFPP-designated “required use” vehicle when a suitable one exists, before building a new contract. On Federal News Network, Professional Services Council president Stephanie Kostro flagged FAR Case 2026-011 and its data-rights changes as the one to watch. With 11 of this week's 14 on OASIS+, which vehicles earn required-use status matters to every holder.
⚖️ DoW IG: Contractors committed government funds without oversight
In management advisory DOWIG-2026-123, the DoW Inspector General found that freight contractors at Fort Meade awarded domestic tenders, including picks of higher-priced carriers, at least 641 times without government oversight. About 813 contractors have access to the shipping systems. USTRANSCOM has committed to tighter Defense Transportation Regulation language by November 1. This week's list is heavy on acquisition support, PMO advisory, and cost work (Portsmouth, USACE, NGA CAPE), so write your roles clear of inherently governmental functions.
🏗️ SBA adds five surety bond partners
On October 5, SBA said five more surety companies joined its Surety Bond Guarantee Program in FY2026. That widens bonding access for small construction, manufacturing, and supply-chain firms. SBA can guarantee bonds up to $14 million on certain federal contracts when a contracting officer certifies the guarantee is needed.
🏛️ NDAA: Unions back a ban on contracting with buyback firms
Major labor unions wrote to the House and Senate Armed Services Committees urging lawmakers to keep a Senate NDAA provision in the final bill. The provision would bar the Pentagon from contracting with companies that engage in stock buybacks.
🔐 Pentagon looks to open classified programs to small firms
Defense officials are working to break the clearance catch-22 that keeps small businesses and nontraditional contractors off classified programs. DIU launched a three-year experiment last month that grants Top Secret clearances to tech developers so they can pitch against specific classified problems. This week's NGA and DIA RFIs show how much cleared work is in the pipeline.
