Welcome back. Eighteen new federal opportunities entered the RFP Snapshot library this week, each read, structured, and condensed into a downloadable ~4-page Snapshot.
Eleven of the eighteen close on or before September 18. The soonest, the AFOSI contracted polygraph follow-on RFI (RFI1835143), was already due September 11 before this issue went out, and the CDC overdose surveillance RFI closes today. If you are triaging this list, start at the top and work down fast.
Fifteen of eighteen ran through an OASIS+ pool.

📌 THE SHAPING PLAYS
Twelve of the eighteen are market research, and the shaping window is where the leverage is.
The Air Force alone put out three: the 16 AF/JFHQ-C cyber threat analysis notice, the AFIMSC enterprise workflow survey, and the AFOSI polygraph follow-on. The Space Force added two more through GSA, COSMOS A&AS for the National Space Intelligence Center and the STAR adversary replication survey. HHS ran two, ACF real property facilities and the CDC overdose surveillance notice. The Army contributed Kwajalein air support and TAGM munitions SETA, Treasury BEP surveyed secure hauling for the Bureau of Engraving and Printing, DOT NHTSA surveyed records base coding, and OSD posted the week's only Sources Sought for industrial security support.
Four of these openly ask industry to recommend the NAICS, and that is free influence.
The 16 AF CTAS notice is the big one. It lists 541512, 541715, 541990, and 541330 as candidates and leaves SB, 8(a), WOSB, EDWOSB, SDVOSB, and HUBZone all on the table.
Whichever code and set-aside the Air Force picks decides who can bid at all.
The CDC notice offers 541990 or 541511, AFIMSC EWIM offers 541611 or 541618, and the HHS ACF real property notice straddles 541611 management consulting and 561210 facilities support.

SBA's proposed size-standard overhaul would make 114,541 additional businesses eligible as small, bringing the total potential small-business pool to roughly 6.46 million.
As of September 1, SBA had logged more than 65,000 comments on the size standards proposal and more than 100 on the accompanying methodology white paper.
The September 21 deadline lands the same day two opportunities in this roundup close, and the proposed changes could directly affect who qualifies to compete on future small-business set-asides.
🛡️ DoD revises its FAR Overhaul class deviation on contract bundling
The Department of War issued Class Deviation 2026-O0020 Rev. 1 on September 2, effective immediately.
The revision implements sections 811 and 812 of the FY2026 NDAA and moves bundling notification criteria out of DFARS Part 205 and into DFARS Part 207.
Bundling notification is a small-business protection, so where those requirements now sit in the DFARS is worth knowing before your next defense capture.
In a report published September 3, GAO found that DHS publicly claimed its 2025 contract terminations could avoid more than $10.5 billion in costs.
GAO found that figure represented the ceiling that could have been obligated rather than what actually would have been spent. It also noted that costs can recur if DHS still needs the goods and services and buys them another way.
That last point is relevant to this week's roundup: DHS is back in the market with live requirements.
DoD is planning to roll out portable classified spaces so more companies can perform classified work.
Federal News Network notes that small businesses and nontraditional contractors have historically been limited by the lack of access to accredited secure facilities.
That could matter for several requirements in this week's roundup, including the OSD Industrial Security Sources Sought and the Space Force intelligence center A&AS notice.
The government is operating under a continuing resolution through December 11, 2026, funding agencies at FY2026 levels.
Under a CR, new starts without prior-year funding generally have to wait. That is part of the reason this week's list skews so heavily toward market research rather than awards.
For capture teams, the implication is straightforward: there may be a lot of requirements being shaped now that won't turn into RFPs until agencies have new-year funding.
See you next Monday,
