Twelve of this week's 20 are RFIs.

The Air Force alone accounts for four:

  • AFMEDCOM's medical CBRN support

  • The JEMSOC spectrum cell at USSTRATCOM

  • Civil engineer support at Hurlburt Field

  • The F-35 JPO's FAACE cost and EVM work, which is already flagged as a 100% small business set-aside

The Army brings INSCOM's G1 resource management, and Space Force is buying for NORAD and USNORTHCOM. Both are in the OASIS+ 8(a) pool.

USACE and AFCEC want fence-to-fence environmental services, and the Marine Corps is scoping ITSM sustainment.

On the civilian side, you'll find DOI's emergency support team, USCIS FOIA processing, DOL ILAB's monitoring and evaluation work, and a WHS shuttle that is an unusual fit for OASIS+.

USCIS and DOL are still collecting size data to decide the set-aside.

SBA's proposed size-standard overhaul would make 114,541 additional businesses eligible as small, bringing the total potential small-business pool to roughly 6.46 million.

As of September 1, SBA had logged more than 65,000 comments on the size standards proposal and more than 100 on the accompanying methodology white paper.

The September 21 deadline lands the same day the DOI emergency support RFI closes and could directly affect who qualifies to compete on future small-business set-asides.

🛡️ DoD revises its FAR Overhaul class deviation on contract bundling

The Department of War issued Class Deviation 2026-O0020 Rev. 1 on September 2, effective immediately.

The revision implements sections 811 and 812 of the FY2026 NDAA and moves bundling notification criteria out of DFARS Part 205 and into DFARS Part 207.

Bundling notification is a small-business protection, so where those requirements now sit in the DFARS is worth knowing before your next defense capture.

In a report published September 3, GAO found that DHS publicly claimed its 2025 contract terminations could avoid more than $10.5 billion in costs.

GAO found that figure represented the ceiling that could have been obligated rather than what actually would have been spent. It also noted that costs can recur if DHS still needs the goods and services and buys them another way.

That last point is relevant to this week's roundup: DHS is back in the market with live requirements.

DoD is planning to roll out portable classified spaces so more companies can perform classified work.

Federal News Network notes that small businesses and nontraditional contractors have historically been limited by the lack of access to accredited secure facilities.

That could matter for requirements involving classified work, particularly where contractors otherwise have the technical capability but lack access to an accredited facility.

The government is operating under a continuing resolution through December 11, 2026, funding agencies at FY2026 levels.

Under a CR, new starts without prior-year funding generally have to wait. That is part of the reason this week's list includes a large number of market-research notices rather than awards.

For capture teams, the implication is straightforward: there may be a lot of requirements being shaped now that won't turn into RFPs until agencies have new-year funding.
