Welcome back.
Nine new federal opportunities hit the RFP Snapshot library this week, down from 12 last week. FY2027 opened Thursday on a continuing resolution through December 11, so most of what reached industry was market research rather than funded requirements.
Two patterns stand out.
First, the deadlines are tight. The Army's JIASASC3 RFI closes tomorrow, October 6, 3 of the 9 close by October 9, and all seven RFIs close by October 15.
Second, the vehicle mix remains concentrated. All 9 ran through OASIS+, following 11 of 12 last week. Eight sit in the SB pools and one on OASIS+ 8(a).

📌 THE SHAPING PLAYS
Seven of this week's nine are RFIs, so this is a shaping week more than a bidding week, and every one of them closes by October 15.
Three already lean small business: the Army's JIASASC3, EPA's WIFIA mission support, and AFOSI's SETA requirement. JIASASC3 says the set-aside category is still to be decided, so your socioeconomic status belongs in that response.
Four name no set-aside at all. The Coast Guard's OT&E support, CISA's critical infrastructure work, and Treasury's warehouse and courier requirement are open to small and other-than-small. DHA's industrial hygienist requirement at Vandenberg is still in market research.
None of this week's notices explicitly asks industry to recommend a NAICS. But Treasury BFS lists three candidate codes — 541614, 561210, and 493110 — with no size standard, and AFOSI SETA lists none. A strong response to either effectively proposes one.

⚖️ Guilty pleas in an $80 million set-aside fraud
Two defendants pleaded guilty September 29 to conspiring to win five 8(a) contracts worth more than $80 million at Letterkenny Army Depot, plus a $5.3 million SDVOSB contract at the Salem VA Medical Center, according to the U.S. Attorney's Office for the Middle District of Pennsylvania.
Both of this week's live RFPs are 100% small business set-asides, and eligibility representations carry criminal exposure.
📜 SBA strips affirmative action language from its rules
SBA published a final rule September 29, effective the same day, removing affirmative action provisions from 13 CFR Part 112 (sections 112.3, 112.4, and 112.7). Part 112 covers nondiscrimination by applicants for and recipients of SBA assistance.
🏛️ GSA's number two is leaving
Deputy Administrator Michael Lynch is leaving government after 20 months, Nextgov reported September 30. He led OneGov, credited with more than $1.7 billion in savings, and the report names no successor.
GSA runs OASIS+, the lane all 9 of this week's opportunities came through.
💰 GAO: expiring funds cannot be held for a rescission
In decision B-338788, GAO found the administration cannot withhold funds proposed for rescission past their expiration date. The September 25 special message covered 11 accounts across Commerce, Justice, DHS, HHS, Education, HUD, and international assistance. Federal News Network put the total at nearly $1 billion.
🚧 DOT ends presumptions in the DBE program
DOT's final rule, published September 25 and effective immediately, removes race- and sex-based presumptions of disadvantage from the DBE and airport concession DBE programs. Every firm, including those already certified, must now show disadvantage individually through a personal narrative.
